Detective Dustin Penland: Richardson Police Department
Dustin Penland is a Detective with the Richardson Police Department, currently serving in his third year in the Criminal Investigations Division (CID) Property Crimes Unit, where he specializes in Auto Theft investigations. He is currently in his 15th year of service as a law enforcement oƯicer. Prior to joining the Richardson Police Department, Dustin served his first five years in law enforcement with the Dallas Police Department. During his ten years with Richardson PD, Dustin served in patrol operations and as a School Resource Officer before being assigned to CID. In addition to his investigative duties, he has proudly served on the Richardson Police Department’s Hostage Negotiations Team for the past eight years.
Tate Milroy: Richardson Fire Department
Tate Milroy is a husband and father to a nine-month-old son. He began his career with RFD in December 2019 as a member of Class 41, where he graduated as valedictorian. Over the past six years, he has been assigned to B Shift at Station 1, gaining experience in a high-volume environment and responding to a wide range of incidents, including multiple structure fires and critical medical emergencies.
Tate has served as a tactical paramedic for the SWAT team and as a member of the Emergency Medical Task Force for two years, operating in high-risk and specialized settings. He has also been selected to serve as a Field Training Officer, where he mentors and develops new paramedics.
He has remained committed to professional growth throughout his career, completing Driver-Operator, Fire Officer, and Fire Instructor I and II, along with multiple firefighter skill development courses and advanced training as a tactical paramedic.
Tate has received multiple lifesaving awards in recognition of his patient care and was recently selected to serve as the lead instructor for the upcoming Class 46. He is dedicated to maintaining high standards, contributing to team success, and helping develop the next generation of firefighters.

Flag Program
Sign up year-round. Subscriptions continue for a full calendar year and flags will be placed on each of the next five deployments. No matter when you sign up, you will receive five flag deployments. All for $50/year!
The Club operates its Flag Program with the support of local Girl Scouts, Boy Scouts, and Jr. ROTC detachment members who share in the revenue. Net proceeds benefit Richardson Rotary Foundation’s college scholarships (over $500,000 committed to 93 recipients since 1983), plus various club-supported programs and charities.
